I fell over last week and landed on my elbow. I wasn't aware of any huge pain at the time, I have not been able to put weight on my elbow since and even bending my arms in a jacket causes pain if it is too tight.

The answer

It would be unusual to not feel some pain at the time of injury if you had broken a bone, however occasionally this is not the case.

Bruising and swelling could explain why your jacket is now too tight. A GP could examine the arm and tell you if there is a possibility of fracture (broken bone). They could also send you for an X-ray (if they felt it was required) to rule out a fracture, or simply reassure you if they felt it was simple bruising or swelling.
