Thank you for contacting us with your questions, Regulations surrounding most of the areas you have enquired about are in place and have to be met for any residential homes such as Care Homes and Nursing homes and found to be satisfactory usually by the CQC or local authority for a care home to be able to be allowed to operate.
As it is their responsibility for working within and maintaining these standards, questions surrounding medication handling and medicines management, sharps storage, first aid training, risk assessments, manual handling, reporting of adverse incidents and events procedures, tasks that may only be carried out by people with relevant training should be directed at the care home.
With regards to the legislation you are querying such as the Human Rights Act, this is the same for all individuals regardless of any condition they may be suffering from, the exception will be where the Mental Health Act or the Mental Capacity Act has been applied, however, this should not usually affect the individual rights of a person referred to within the Human Rights Act just for one example.
