I also have residual pain and weakness from frozen shoulder, treated with some success with hydrocortisone injections and exercise. The answer

A physiotherapist would be the best person to advise on what exercises can strengthen different muscles groups, depending on your condition and level of pain and disability. Your doctor can refer you to one, so that you can be given a personal exercise plan tailored to your needs. The sort of exercises that can strengthen the “core” muscles are particularly good for your back, as these are the muscles that help support the back.  “Pilates” is the name of some exercises that can help strengthen the “core”. There is bound to be a local Pilates class somewhere near to where you live that you could try.
