The answer

It is quite easy for a doctor to rule out kidney or liver failure with a simple blood test. An itchy rash could be one of many things and it really needs to be examined by a doctor. Kidney and liver failure are less common causes of an itchy rash, both would also be making you feel generally unwell. Your doctor will be able to give you more of an indication of the cause once the rash has been examined.
